3. Schedule of Discounts
Fees may be discounted for clients that meet certain income levels. Discounts are, generally, based on family size and income and related directly to the poverty level.
- The percentage breaks on the schedule of discounts should be applied to the fees on the fee schedule
- The schedule of discounts should have at least three steps in addition to the zero category
- The discounts should meet the test of proportionality
Sliding Fee Scales
A schedule of discounts may have steps above the 250% level. The project must be able to demonstrate the fees above the 250% category are NOT subsidized by a Title X grant. This can be accomplished through the application of the cost analysis that shows the “reasonable” costs are captured at the 250% fee level.
- Proportionality still must be met between 100% and 250% of poverty
